All back-seat car passengers would be required to wear a seat belt in the Big Apple under a new bill backed by City Hall.

The City Council bill, which is sponsored by Councilman Ydanis Rodriguez (D-Manhattan) at the request of Mayor Bill de Blasio, would make it a traffic infraction punishable by a fine of up to $50 for back-seat passengers 16 years or over caught not wearing a seat belt.
